Russia has concluded a contract with France to build Mistral in the summer of 2011. The first helicopter carrier was planned to be handed over to the Russian navy in autumn, but France delayed the delivery, citing current tension over events in Ukraine. Russia fulfilled 95% of the state defence order in 2014 although the loss of Ukraine as a supplier of spare parts and components during the year hampered production efforts, the Russian Ministry of Defence has reported.

Russian deputy minister of defence Yuri Borisov said in a statement carried by the TASS state information service on 29 December that “the state defence order is almost never filled 100%” as “minor disruptions always occur”.

The state defence order – the Gosudarstvennyi Oboronnyi Zakaz, or GOZ – is placed each year to ensure the incremental fulfilment of the over-arching state armaments programme (Gosudarstvennyi Programme Vooruzheniya, or GPV), which is currently running from 2011 until 2020.
